Tex says that in the SetUp Configuration, just so you can check your sound is working properly.
When the game was first released, there were several different soundcards available. So you had to set up the sound accordingly.
Tex's little speech is just to make sure you have the optimum sound. But if you got the game from GOG, it's most likely set the the optimum levels anyway.
